Resolved Question: I heard Osaka people are upfront like New Yorkers compared to those in Tokyo? Is this True?

I heard before I came to Japan and after, that Osaka and Kansai people have a more upfront attitude similar to that of New Yorkers and are more outgoing than people in Tokyo and Kanto.
